Phil Carter is a training and development worker for both Safeguarding Adults and the Mental Capacity Act and Deprivation of Liberty Safeguards for Cambridgeshire County Council. His work experience spans five decades and includes the police in the 1970’s and early 80’s, care in a respite home for young adults with learning disabilities, a teacher for violent exclusion pupils at a pupil referral unit in West London and a year’s sabbatical working with adults with acquired and traumatic brain injury.
